As noted in my request of 12/26/90, last year's evaluation had four stages of implementation, this year's has six. This was done to achieve consistency with other code self-evaluations. Stage I from last year was equivalent to Stage II this year. To be consistent with last year's scoring we should score no less than last year's evaluation.
