Marietta, Georgia 30060 Inspection Date: February 15, 2024 Facility Programmatic ID 3601620304 LAT: 33.9505 LON: -84.5352 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on February 15, 2024, at Roswell Street Baptist located at 774 Roswell Street, S.E. in Marietta, Georgia 30060 (the Facility). The unannounced inspection was conducted by Pamela Storm and Tony Spann who possess EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility is a church. The inspectors discovered that renovations had occurred at the Facility by obtaining a copy of Permit #2023-022964 issued by the City of Marietta on August 24, 2023, for the demolition of three buildings at the Facility. The demolitions had been completed as of the time of this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the demolition activity conducted at the Facility. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; demolition and/or renovation/abatement notices sent to the State; and other relevant information concerning renovation/demolition activities at regulated facilities. This inspection was conducted based on the aforementioned permit for demolition activity at the Facility. Facility Information The facility is a church. Inspection Inspection Upon arrival at the Facility, the EPA inspectors observed that a portion of the right-side of the building when facing it (the F side) appeared to have been previously demolished. The Facility was located at the intersection with Aviation Road, Southeast. The EPA inspectors presented their inspector credentials to Betty McCoy, the CAA Asbestos Inspection Report: Inspection Date: Roswell First Baptist 774 Roswell Street, S.E. The inspectors explained that EPA was conducting the inspection of the aforementioned demolition activity for compliance with the Asbestos NESHAP. Betty McCoy stated that buildings A and E were demolished last summer adding that they were both previously abated for asbestos years ago. Betty McCoy provided the name and phone number of Alex Owen, the project manager (404-597-7941). The permit listed Daniel Walden-Turek as the contractor. On February 20, 2024, EPA contacted Daniel WaldenTurek with Atlas Demolition to determine if the contractor complied with the Asbestos NESHAP. EPA also left a phone message with Alex Owen. Conclusion EPA will determine if a thorough inspection for asbestos-containing materials, as required by 40 C.F.R. Section 61.145(a), was conducted prior to the demolition activity occurring at the Facility. EPA will also determine if proper notification, as required by 40 C.F.R. Section 61.145(b), was filed with the Georgia Environmental Protection Division prior to the demolitions being conducted at the Facility. EPA will find out this information from the demolition contractor as the owner/operator in this case.
