November 5,1998 MEMORANDUM OF SERVICES Our services to the Vinyl Chloride Health Committee in the third quarter of 1998 include the following. We spoke with Peter McHugh, Ed Beeler, Colin Park, and Neil Hawkins concerning an upcoming conference call on the possible transition of Health Committee activities to the Vinyl Institute. We reviewed a letter from Keller & Heckman concerning their views on some of the legal issues related to a possible transition. On July 20, we participated in the conference call, and thereafter followed up with Peter and Wendy Sherman. We reviewed a draft letter from CMA to the Houston Chrorride, and provided comments to Peter and Wendy. On July 24, we participated in a conference call concerning press matters and the need for preparation of concise messages. We conferred with Wendy about the status of current projects and the Health Committee submission to ATSDR on the peer review comments on the reproductive toxicity study. In this regard, we reviewed the memorandum of understanding with ATSDR. We reviewed preliminary reports of studies by Ken Mundt and Carlo Tamburro. We reviewed the Section 8(e) submission previously filed for the Mundt study. On September 11, we participated in a conference call to discuss the preliminary results and the potential need for further submissions to EPA. In this regard, we conferred with Wendy, Jonathan Ramlow, Dave Penney, and others concerning the interpretation of the Tamburro report. We participated in a further conference call on September 17 with Jonathan, Peter, and Wendy, and in a conference call on this subject with the Health Committee on September 25. We further reviewed the EPA Section 8(e) guidance, spoke with the Section 8(e) coordinator, and conferred further with Jonathan and Wendy concerning the need for reporting. We reviewed a proposed urban air toxics strategy released for comment by EPA. We obtained background materials and prepared a memorandum for the Health Committee CMA 172901 . .a?* concerning the strategy and the implications for vinyl chloride. We provided the memorandum to Wendy Sherman for circulation. We participated in discussions with Wendy and various in-house public relations staff, and prepared bullet points in connection with the Mundt and Tamburro studies.
