Under the S.I.P. rating an area is penalized for contract, consultant, construction and miscellaneous personnel viola tions of plant safety rules. This means that any area with a large amount of activity by outside personnel will suffer in comparative rating.
We attempt to control this. Obviously, it is difficult to control personnel working with and for other departments. This is particularly true where other departments are not nearly as aware of these problems as the operating and maintenance departments.
From a practical standpoint the violation of a plant safety rule occurs before the person reaches an operating area. Our S.I.P. only catches and records a violation committed outside the area penalized. Examples are bringing people into the plant without instructing and furnishing them with hats and glasses or goggles.
It would seem logical for the safety department to furnish staff assistance with this problem. Would it be possible to develop an orientation and rule card to hang around every non-employee's neck to specifically tell him what to do?
