AR226-2644 33 AR226-2644 SPRUANCE TEFLON PROCESS AND WASTE WATER TREATMENT SYSTEM CHARACTERIZATION FOR C8 The procedure, which follows, has been prepared to address the sample collection need for C8 analysis o f w aste w ater samples including: 1. Teflon Process Spinning M achine 2 wash water. 2. Teflon Process Exhaust Scrubber w ater effluent directed to East Trench. 3. Teflon Process East Trench down gradient o f entry o f sample point #1 and #2 above, and up-gradient o f HVAC discharge at extreme southern end o f East Trench. 4. W aste W ater Treatm ent System Outfall 106 (process sewer combined influent). 5. W WTS O utfall 101 (treatm ent system discharge). 6. O utfall 001 (down gradient o f combination o f Outfall 101 and O utfall 110 (representing all other intem al Spruance effluent to James River). Except for point #6, these same locations w ere sampled for C8 during November, 1991. SAMPLING PROCEDURES Samples collected during this investigation w ill be analyzed for C-8 and w ill include Spruance Teflon Process and Spruance Site W aste W ater Treatment System samples. PRELIMINARY ACTIVITIES The follow ing prelim inary activities w ill be completed to ensure proper preparation for each sample collection need: O Coordination between sam pling and laboratory personnel w ill be established so that sample integrity is retained at all times during the sampling event. The Exygen Laboratory w ill be notified o f the upcoming sam pling event by CRG so it can schedule the analytical work, the replicate requirem ents, and the num ber o f extra bottles needed, if any, for quality control testing. Genera! Instructions For Water Sampling W ater sam ple bottles w ill not be pre-rinsed w ith site w ater prior to sample collection. Gloves w ill be w orn during sam pling activities and replaced betw een samples. A ll samples w ill be held chilled (not frozen to 6C) w ith wet ice from collection to shipping. In order to m inim ize the possibility o f introducing C-8 contam ination into samples, the following protocol w ill be followed: Avoid glass. Avoid PTFE (Teflon). A void alum inum foil. Do not use Post-it-Notes. Avoid blue ice. Avoid pre-w rapped foods or snacks. W ear clothing that has been washed at least six times. U se only containers supplied by contract laboratory. The Exygen Laboratory w ill provide necessary sample containers with the shipping containers (i.e., shuttles). Containers and any preservative added to the containers w ill be in accordance w ith EPA docum ent SW -846 protocol. A ll samples requiring refrigeration w ill be shipped at approxim ately 4C (not frozen to 6C). Field equipm ent w ill consist o f some or all o f the following: Polyethylene Nalgene collection bottles (laboratory provided) Field sam pling record (CRG or Exygen supply) Sufficient ice to m aintain the samples at approximately 4C (not frozen to 6C) (Site to supply) M ethanol and deionized/distilled w ater (Site to supply) ISCO com positors or other sampling devices (preferably dedicated or pre-cleaned) Preparing for sam pling includes acquiring all o f the necessary m onitoring equipm ent listed above and site-specific inform ation to perform the required monitoring. Teflon Process Sampling The following procedure w ill be followed during Teflon process sampling, including the #2 Spinning M achine w ash w ater overflow, scrubber water discharge and East Trench. 1. W ipe the exterior o f the one liter Nalgene bottle using a Chem-wipe m oistened with m ethanol. 2. As possible, submerge the sample bottle below the w ater surface and unscrew the bottle cap. Otherwise, collect a piped discharge directly into the sample bottle. 3. Fill the w ater bottle by turning the bottle parallel to the w ater surface and slowing rotating so that the mouth o f the bottle is up right. This procedure w ill ensure that w ater from the surface m icrolayer is not pulled into the sample bottle. 4. Recap the sample bottle under water. 5. W ipe the bottle using a Chem-wipe m oistened w ith methanol and affix a sample label. 6. Place the sample in a cooler o f ice. 7. Complete the chain-of custody form. 8. Repeat this procedure on 2-hour intervals 4 tim es during "day" working hours. 9. Combine the 4-1 liter samples for a given sample location into container supplied by Exygen Lab and store on ice. Waste W ater Treatment System Sampling Collect a 4-liter aliquot from each ISCO 24-hour composite sam pler at O utfall 106,101, and 001 on the same day. Sample container to be provided by Exygen Lab. Disposable Equipment All disposable equipm ent and other m aterials that are not decontaminated for reuse w ill be disposed o f in an acceptable manner. Sample Shipping Environmental A ffairs to arrange for shipm ent o f samples. A ddress:______________________________ A ll proper field forms (i.e., field log sheets, custody seals, and chain-of-custody forms) w ill be prepared for use to enable proper documentation o f the sam pling event. These docum ents are to be supplied Spruance Environmental A ffairs, by CRG, and/or Exygen Laboratory. A prelim inary inspection and calibration o f all field equipment w ill be perform ed to ensure accurate measurements o f field param eters (i.e., pH, specific conductance, dissolved oxygen, turbidity, and temperature). The Spruance Environmental Affairs Technician w ill be trained in the sampling protocols contained herein and carry out the necessary sample collection, identification, shipping, etc. The following steps w ill be perform ed before beginning each sampling activity to ensure sampling is im plem ented correctly and safely: The sample location will be identified. A ll equipm ent to be used during the sampling event w ill be inspected, pre-cleaned, and decontaminated. A ll forms to be used in the field (e.g., field logbook, chain-of-custody sheets) w ill be assem bled. Sampling personnel w ill review sampling protocols. Spruance Site and local area health and safety protocols w ill be reviewed to help ensure that no injuries occur during the sam pling event. General Decontamination Procedures All equipm ent in direct contact w ith the m aterial to be sam pled w ill be decontam inated prior to sampling to prevent cross-contam ination o f samples collected. In addition, care w ill be taken so as not to allow anything to come into contact w ith a sample or sample area, w hich m ay affect its com position. Sampling equipm ent w ill include 1 liter Nalgene containers and ISCO com positors (O utfall 106,101 and 001). A ll o f these item s w ill come in direct contact with the sample and have potential to im pact analytical results. Therefore, care w ill be taken to ensure the cleanliness o f all sam pling equipment. Following cleaning instructions, apply to both Nalgene bottles, as well as all w etted components o f ISCO samplers: Rinse the equipm ent w ith deionized water. Rinse the equipm ent w ith methanol. Place in zip-sealed bag until use, one liter Nalgene bottles. In addition to the decontam ination procedures outlined above, the person collecting the sample w ill w ear clean latex gloves and w ill lim it his/her contact w ith the samples. Sample bottles and containers w ill be prepared by the Exygen Laboratory and w ill be sealed to ensure cleanliness. Sample bottles w ill not be cleaned in the field.
