Hi Hal,
I hope you having a good week! I was hoping to work with you to arrange a time for Congressman Rob Wittman (R-VA-01) to speak with Director Vought in the near future about the path forward for submarine construction.
Congressman Wittman's Director of Operations, Nicolle Miranda, to work with you on finding the best time to make that happen if we proceed.
Background As Director Vought is likely aware, Navy, Congress, and industry had a series of conversations throughout 2024 about how to best fund the next 17 submarines that Navy must get on contract. Rapidly expanding supply chain and labor costs have led to cost growth and schedule delays on the Virginia-class and Columbia-class programs in recent years. It is critical to get these programs back on track to preserve the future of our asymmetric undersea advantages and secure the sea-based leg of our nuclear triad.
At the end of last year, Congress was briefed by Navy and industry on a proposal to fund future submarines, referenced as the Shipbuilder Accountability and Workforce Support (SAWS) plan. As public reporting summarizes, SAWS would have allowed industry partners (Huntington Ingalls Industries-Newport News Shipbuilding and General Dynamics-Electric Boat) to "take some workforce money in existing contracts for boats that haven't begun construction and break those open to create a pool of more than $10 billion to apply more freely to infrastructure and labor costs."
Current submarine anomaly funding in the CR -- H.R.10545 - American Relief Act, 2025 -- allowed Navy and industry work to continue in the near-term, but it is not a long-term solution to the fundamental problems limiting submarine construction. As such, time is of the essence to determine the best contracting and investment path forward to improve the submarine industrial base and put submarine production back on track.
Congressman Wittman would like to discuss Director Vought's perspective on options to improve and accelerate the Virginia-class and Columbia-class programs in order to undue the years of damaged caused by the Biden administration's mismanagement and inattention.
