Per discussion at today's pre-prioritization meeting, attached is our latest cut of the pre-prioritization white paper, as far as the workgroup could take it today. Both a redline and clean version are attached.
The document still needs a little work; of note: an overall scrub to ensure consistency across sections may be in order, some further consideration of OGC comments may need to be made, and a conclusion still needs to be written.
We look forward to your further comments.
