I have reviewed this with E. L. Rucker, and it is our opinion that such of the tasting suggested in your latter would be unnecessary. You have requested that five (S) basic product requirements under your responsibility be 'tested for compliance to CSHA requirements when they are normally used in my customer's plants*. When this was reviewed last year regarding the need for labeling, a Corporate policy was established for the criteria. This is covered in w. B. Reitie's letter to me dated July 12, 1972, which states in part that any product 'capable of producing Asbestos Fiber levels in excess of published limits (OSHA) whan they are out, sewed, drilled, fitted, qround, machined, or otherwise handled in normal usage by our customers". There Is no question in our minds that any fabrications of Asbestos Paper, Roll Board, Millboard, and probably Asbestos Felt will result in levels far above CSHA requirements. This certainly would cover cutting, sawing, band sawing, slitting, drilling, and probable die (cutting end punching of gaskets. It is ary suggestion you further review your roqueet to H. L. Rucker to minimise Research testing where it is obvious we must warn our customers to take precaution to meet OSHA requirements during pro cessing of the above mentioned products. However, X thought you would be interested in this June 22, 1973 memo of Johns-tlanville indicating asbestos paper will result in levels far above OSHA requirements.
