Introduction On March 7, 2024, a Clean Air Act (CAA) Asbestos NESHAP Inspection was conducted at The Metropolitan Wynnewood, located at 250 E. Wynnewood Rd., Wynnewood, Pennsylvania. a. Summary of Site / Facility The Metropolitan Wynnewood is located in Montgomery County, Pennsylvania. The Metropolitan Wynnewood is a multi-building apartment complex. The site is being renovated, including asbestos abatement in the crawl spaces of several buildings. b. Entry and opening conference EPA, Region III Inspector Richard Ponak arrived at the facility at approximately 10:00AM on March 7, 2024, for an unannounced inspection. Upon arrival, Inspector Ponak met Alec Yarnell, Jed Smith, and Rose Jodziewicz, Environmental Inspectors for the Pennsylvania Department of Environmental Protection. The Pennsylvania Department of Environmental Protection Inspectors accompanied Inspector Ponak for a training exercise. The Inspectors met Scott Brown, Supervisor for Shade Environmental. Inspector Ponak showed credentials to Mr. Brown. Inspector Ponak informed Mr. Brown that it was a Clean Air Act Asbestos NESHAP Inspection. Inspector Ponak asked Mr. Brown the current scope of the project. Mr. Brown stated Shade Environmental was currently removing asbestos containing pipe insulation in basement crawlspaces using the glovebag removal method. II. Site / Facility Walkthrough The Inspectors walked to the rear of the apartment building. The inspectors observed the Shade Environmental crew working in the crawl space. The Inspectors observed HEPA air filtration systems and airless water sprayers being used. Inspector Ponak asked Mr. Brown to have his crew bring out several asbestos waste bags for inspection. Inspector Ponak inspected several asbestos waste bags. Inspector Ponak observed that the asbestos waste was wet. The Inspectors then proceeded to the asbestos waste dumpster. Inspector Ponak inspected the asbestos waste bags in the dumpster. Inspector Ponak observed the asbestos waste bags to be leak tight and properly labeled. III. Records Review No records to review IV. Closing Conference Inspector Ponak asked Mr. Brown for his asbestos abatement supervisor license and the crew's asbestos abatement workers licenses. Inspector Ponak reviewed the licenses and recorded the workers license numbers. Mr. Brown informed Mr. Ponak that air sampling was being conducted during the project and final air clearances were also being conducted. Inspector Ponak asked Mr. Brown if there were any questions.
