I received the accompanying letter from E.P.A. Region VI on January 18. I called Mr. Brittain to learn the intent of the request; namely, E.P.A. wanted a specific listing of the equipment to be included in the waivers. A response will be prepared based on background information I received from Tom Moore.
In view of our discussions concerning S.P.I. action with E.P.A., I asked Mr. Brittain about the status of our waiver requests. He indicated no_ problem, up to now, with our requests, save for the needed information. Further, he indicated that this letter would serve as "documentation" of our current compliance activity under the provisions of the Standard. He implied we could continue operations as we planned, namely, implementa tion of the Leak Detection Program, and compliance in those areas for which we did not seek waivers.
To be sure the Plant is covered in the event of a spot inspection, I am sending a telecopy of E.P.A.'s letter to Tom today.
