The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate that the Facility has one 2,000-gallon poly-jacketed underground storage tank (UST), which was installed in 1998. Facility piping is safe suction and constructed with single-walled flexible plastic materials. Inspection Narrative On July 22, 2025, the EPA conducted an inspection at Pryor Self Service in Pryor, Montana. The EPA last inspected the Facility on October 10, 2022, and selected it for routine re-inspection. On July 7, 2025, the EPA contacted the Facility operator to schedule the inspection. The EPA inspector arrived at the Facility at approximately 7:50 a.m. The EPA inspector introduced herself and presented inspector credentials. The Facility representative consented to the inspection. The EPA inspector conducted a physical inspection of the UST system as well as a review of Facility records. Photographs of UST system components and records taken during the inspection are in Attachment A. Tank Leak Detection Tank leak detection consists of manually testing the UST interstice to monitor for liquid. The operator performed the monitoring for the EPA and the gauge stick returned dry. While the technique was correct, the operator was not documenting that the interstice was dry on the monthly record, just initialling for event completion. The EPA inspector informed the operator to note "dry" as a part of the record, when appropriate. 2020004 - Pryor Self Service Page 1 of 2 07/22/2025 UST Inspection Piping Leak Detection Piping is European safe suction design; therefore, no release detection is required. Cathodic Protection The UST is constructed of a jacketed steel material; therefore, no cathodic protection testing is required. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The spill bucket and overfill prevention device was inspected/tested and passed on February 10, 2023. Periodic O&M Walkthrough Inspections Records of the monthly and annual walkthrough inspections for the last twelve months were available at the time of the inspection. Operator Training Certificates for the Class A and B operator were present during the inspection. The Facility does not operate without the Class A/B operator. Financial Responsibility On-site records indicate that the Facility is enrolled in the Montana Petro Fund to meet the financial responsibility coverage requirements. The Facility has the required documentation for the state fund available onsite. Physical Observations The EPA inspectors viewed the spill bucket, fill port and dispenser. The operator demonstrated the manual interstice gauging procedure. The stick used was in poor condition but could still identify a wet versus dry environment for the procedure. Conclusion Prior to departing the Facility, Ms. Person stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment B).
