Thank you for your letter of February 24 to which was attached your notes on your discussions with Dr. Kehoe in Cincinnati on February 22. These seen quite complete and sutlufactory.
It appears that we are making definite progress in our thinking ion c&uges of tank cleaning accidents. We shall look forward to Dr. Xehoe's data to go forward with your definitions of thoroughly cleaned tanks, etc. I am pleased that a program for sampling before and after steaming is to ,be instituted.
To clear up the matter of 'the rapid onset of lead poisoning in: the man who died at Artesia, you will recall that Doug Jeppe gave us verbally the following information when he cars in from Tulsa* He stated that from discussions in Tulsa he h*id gathered that the man was a expert carpenter and had done the carpentry inside the tank for two days preceding the pouring of the concrete. This consisted of a wooden chute in through the manhole and some facilities for dispersing the cement mixture inside the tank. Thus, if the tank had become extremely dangerous from steam ing or other cause, the man could well have accumulated lead as, in Mr. Jeppe's opinion, he had no protective equipment either during these two ri&ya or on. the day he was in the tank assisting in the concrete work..
In the middle of the third page of your letter regard ing hazards from line breaks at refineries you state that four of our men have been hospitalised as a result of lead poisoning. I sua entirely unaware of anything of this nature, and. would appreciate your answering this specifically. Who were they and what is the story or was your letter in error.
