DeBernardi ate October 9, 1980 subject Heavy-Ends Shipments to PPG In order to comply with existing DOT Regulations for the transportation of hazardous materials, we need to revise our procedures related to heavyends shipments to PPG. Attached you will find a copy of the new pre-printed bills of lading the Conoco Transportation people will be using for these shipments in the future. The Conoco driver will fill in the "Loading Time." "Date Shipped," "License No.," and "Unit Number" information and obtain the signature of the receiver at PPG as has been done in the past. The VCM Plant Shift Supervisor or Chief Operator should sign each bill of lading with name (not initials) on the line showing "Shipper Per" in the lower left-hand corner of the bill. The Conoco Transportation Department will sign the bill in the lower right-hand corner as "Carrier Per." By signing the bill of lading the Supervisor or Chief is committing for the Company that: 1) The trailer is properly marked for the material it contains and that the markings are readable. 2) The trailer displays the proper placards (combustible) on both sides and both ends, and the placards are'readable and in good condition. 3) The trailer is ready for shipment. That is valves are closed, hatches are closed, it is loaded to proper level, etc. Before signing the bill the Supervisor or Chief should look the trailer over to assure that the items mentioned above are correct. Failure to comply with the DOT Regulations in this regard can expose the Company to heavy fines by the regulating agency. The new bill of lading and procedure for signing will go into effect with the heavy-ends shipment to be made today October 9, 1980.
