Section I - INTRODUCTION
PURPOSE OF THE INSPECTION
A U.S. Environmental Protection Agency (USEPA) compliance evaluation inspection was performed at the City of Dulce Wastewater Treatment Plant located at 290 Narrow Gauge Road, Dulce, New Mexico on June 7, 2016. The inspection was conducted under the guidelines established by the USEPA under the National Pollutant Discharge Elimination System (NPDES) for wastewater treatment systems. This targeted site visit was performed as a part of the US EPA Region 6's annual ACS inspection commitment and its' purpose was to inspect and review current operations as compared to their NPDES permit requirements. An entry briefing was conducted by EPA-Region 6 inspector David Long at 9:30a.m. and the inspector met with WWTP Manager Carradine Elate and Operator Spencer Wells who were present for the site tour, laboratory review and exit interview. John Wheeler, Wastewater Director, and Cordell Tecube, Director of the Environmental Protection Office, joined the inspection at 10:00 a.m. and were present for the remainder of the inspection. The EPA inspector was also accompanied by EPA inspector Mike Tillman. During the entry briefing, the EPA inspectors provided credentials and explained the purpose of the inspection
FACILITY DESCRIPTION
The facility is owned by the Jicarilla Apache Nation and operates under NPDES permit NM0030520 (effective August 1, 2014). It should be noted that, at the time of inspection, facility personnel could not produce a copy of their current permit. The Dulce WWTP is a minor municipal discharger with a design flow of 0.6 million gallons a day (MGD) and average daily flow of 0.250 MGD. The discharge from the WWTP is to Am argo Creek and eventually to the San Juan River Basin. The Dulce facility is in operation 24 hours each day and seven days per week with operators on site from 8:00a.m. to 5:00p.m. Monday through Friday. The facility has two licensed operators (Ms. Elate and Mr. Spencer) and one maintenance worker who is in the process of obtaining his Level4 Wastewater Certification. However, based on the number of issues noted during this inspection, the facility would benefit from the addition of certified personnel to assist in the proper operation of this facility. One operator is on-call for evenings and weekends, however the facility lacks a Supervisory Control and Data Acquisition (SCADA) system to provide 24/7 monitoring of plant operations.
Treatment units at the facility include a lift station which feeds the influent to headworks which includes grit removal and a solids spiral removal system. From the headworks, flow is split and sent to Sequencing Batch Reactors (SBR) #1 and #2. From the SBR units, flow is sent to either Digester #1 or Digester #2. Solids from the digesters are sent to a belt press for drying before disposal at the City of Farmington Landfill. Decant effluent from the digesters is sent to a box filter for final solids removal prior to disinfection by a UV system. Final discharge flow rate is monitored by an American Sigma flow meter. The facility also maintains a nine inch Parshall flume as a primary flow measurement device.
