JOHN CORNYN TEXAS WASHINGTON, DC 20510-4305 June 2, 2025 The Honorable Sean Duffy Secretary U.S. Department of Transportation 1200 New Jersey Avenue, SE Washington, D.C. 20590 RE: Nomination to U.S. Department of Transportation Advisory Board, Docket No. DOT--OST-20250038 Dear Secretary Duffy: I am writing to offer my strong support for the nomination of Texas Transportation Commission Chairman J. Bruce Bugg, Jr. to the U.S. Department of Transportation Advisory Board. I have had the privilege of knowing Chairman Bugg for nearly 50 years, including as professional colleagues during our time as law partners in San Antonio. Over the past decade, Chairman Bugg has become a leader in transportation policy for one of our nation's largest and fastest-growing states. While on the Texas Transportation Commission, he has overseen the state's transformative infrastructure initiatives, including the approval of a record-setting $148 billion 10year investment plan to address Texas's evolving transportation needs. At meetings and groundbreakings across the state, I have witnessed firsthand his commitment to enhancing safety and mobility for all Texans. Chairman Bugg is acutely aware that transportation solutions must be tailored to the differing needs of each community. He has championed efforts to reduce congestion in urban areas while securing historic funding for rural infrastructure. His balanced, pragmatic approach ensures that both metropolitan and rural regions benefit from strategic investments. Above all, Chairman Bugg is driven by a steadfast commitment to safety. Under his leadership, the Texas Department of Transportation has launched significant campaigns to combat distracted driving, improve pedestrian and motorcycle safety, and raise awareness in work zones. He is unwavering in his dedication to protecting lives on Texas roads. Beyond his professional accomplishments, I am proud to call Bruce a dear friend. His integrity, work ethic, and extensive experience make him an ideal candidate for the Advisory Board. I am confident he will bring valuable insights and a collaborative spirit to the U.S. Department of Transportation. I respectfully request you give his nomination your full and fair consideration. Thank you for your attention to this matter. J FIN CORN nited States Senator OST-2025-1200 Page 02623 Sierra Club v. Dept. of Transp. - 3:25-cv-06221 SC_EVERSPLIT0028340
