The necessity for some legislation on the use of load compounds is recognised, and we support tha ordlnanoe calling for a reduction in lead content of paints intended for Interior use or for uee on exterior surfaces accessible to children to 0,59$ on * weight basis, tfe do not feel, however, that the proposed further reduction to 0.035 lead by weight effective January 1, 1973, 1* either necessary or justified. ' Vo have not uaed load pigments or other lead compound# in Interior palnta or in paints intended for use on furniture or toys which might be chewed by children for many years. We do, however,, have certain lines of exterior paints which cannot bo formulated, ^ased on curront technology, without the uto of load drlars. For the moat part, these are tae oil typo palnta which still represent a eubatantlal portion of the exterior paint market. Theae can be successfully forsiulated within tho 0.55 limit, but cannot bo pro duced at the 0.035 standard. Should the latter figure beeone the standard, paints of this quality would bo unavailable to the Chicago market.
