SUBJ: Industrial Hygiene Survey - Phoenix. AZ
On the 15th and 16th of July 1987, I conducted an Industrial Hygiene Survey at the Phoenix, AZ CPD facility. The results are discussed below and on the attached sheets.
AIR SAMPLING
Fiber sampling results indicate that personnel asbestos fiber exposures are well below the OSHA Permissible Exposure Limit (PEL) of 0.2 flbers/cc for an 8-hour Time-Weighted Average (TWA). One of the three employees sampled was above the OSHA PEL "Action Level" of 0.1 flbers/cc for an 8-hour TWA. As a result of this one employee's exposure, a visit will be scheduled in the near future to retest employees for asbestos exposure.

The results of the evaluated engineering samples are also low.
We are required to inform employees of the results of the fiber samples. Enclosed you will find a letter for you to post in the plant. We suggest that you keep the letter posted for two weeks and then file it for future reference.
AIR SAMPLING - TOTAL DUST
One of the results of the personnel total dust sampling is above the American Conference of Governmental Industrial Hygienists (ACGIH) recommended Threshold Limit Value (TLV) and Grace Internal Limit (GIL) of 10 mg/nr for an 8-hour TWA.

As a result of this one high level, mandatory respirator protection is required for the monokote mixer/bagger at the Phoenix plant. I recommend that the ventilation systems at the monokote station be thoroughly checked to ensure proper functioning to reduce the airborne dust.

NOISE MONITORING
Both personnel dosimetry and area noise level measurements were done at Phoenix. The results are listed below and on the attached sheets. The noise monitoring was done using both 80 dB and 90 dB threshold levels. An exposure exceeding the OSHA 85 dBA "Action Level" (with an 80 dB threshold) signals the need for a hearing conservation program. An exposure exceeding the OSHA PEL of 90 dBA (with a 90 dB threshold) requires mandatory hearing protection.
The results indicate that the existing Hearing Conservation Program must
remain in effect for all employees working around or at the monokote
production area.
