We have two issues that we could use help with. 1. To ask the IPHS to "encourage" "district IPHS" help and participation in our projects. The background is that our contract with IPHS was front-loaded (i.e. we paid them the majority of the funds we agreed to pay them up front during the first two years so that they could organize and pay for some 20 district offices to work with us in exposure assessment activities.) In fact, whatever the history of their internal budgeting structure is, no money filtered to the district offices, so we have not gotten much if any help or manpower out of them to date. 2. To lend the support and influence of the Public Health Bureau and the Mayor's office to getting us factory cooperation and access for the ME study (item 2). The background is that, although the Mayor's office or the public health bureau are likely to pay lipservice to the notion that they cannot "coerce" factories to participate or cooperate in our project- they could solve our political problems with a wave of the hand. The IPHS does not have the political will or authority to make these things happen but the Mayor's office, and to a lesser extent the Public Health Bureau. SH ELL-MCCLU RG-063487
