Facility Description Spalding Hill Estates is located off Augustine Drive in Westford, MA. Phase 1 of the construction has been completed, and Phase 2 is in active construction. 27 homes are being built on the property, and 8 homes are under construction now. The entire site area is approximately 60 acres. The site is located between Long Sought - For Pond to the northeast and Keyes Pond and Keyes Brook to the southwest. There is a wetland area downslope of the north side of the site. V. Inspection I announced the inspection via phone call to Mr. Sleger the morning of the inspection via a phone call. We arrived at approximately 11:30 AM. A. Opening Conference I presented my credentials and explained the purpose of the inspection. I asked Mr. Sleger what his role was on the site. Mr. Sleger said that he is the site engineer and is responsible for the stormwater controls. I asked who the owners and other contractors were on site, to which he responded that Dave Guthrie and Chris Finneral (Finneral / Guthrie Development) are the developers, and Genetti's General Contracting is the contractor building the lots. Mr. Sleger also said that M.J. Cataldo, Inc. is another contractor on site that is responsible for the roadway. I asked who was responsible for conducting the stormwater inspections, to which Mr. Sleger said he was the one who conducts the inspections. I asked what happens when he finds a deficiency, to which he responded that he usually conveys the problem to Genetti and they fix the issue. 2 ED_019088A_00005610-00002 B. Facility Tour Mr. Sleger, Inspector Horvath, and I began the facility tour walking downslope northeast towards Dunstable Road. I observed catch basins, to which Mr. Sleger explained that these basins drain to a swale that then discharges through a culvert into a channel offsite. The catch basins did not have filter protection, to which Mr. Sleger said they took them out for plowing purposes and that they would be replacing them soon. We continued walking down the road towards Dunstable Rd., which Mr. Sleger explained was graded at the end of the road to keep flow on site and not exiting onto Dunstable Rd. We walked back to the main section of the site, and continued the site walk towards the north. Mr. Sleger said they sweep the site at the end of each day when there is active site work going on. I observed an exposed slope by a home being built, to which Mr. Sleger said they are waiting for good weather to put down seed and loam, which is happening very soon. The silt socks and silt fencing along the perimeter was intact. I observed stockpiles, to which Mr. Sleger said they were actively being worked on. Haybales and silt fences were serving as erosion controls downslope of these stockpiles. I asked where the catch basins in this area are going to drain to, to which Mr. Sleger responded that they drain into an infiltration area first and then into the large basin downslope. We continued walking downslope towards the back of the site and observed the large retention basin downslope. We walked down towards the edge of the basin, observing check dams made of gravel and haybales placed along the slope towards the basin. Just downslope of the edge of the large basin was a stilling basin with and haybales and silt fencing just downslope of this smaller basin. Mr. Sleger said that these silt fences are dug 4-5 feet deep into the ground. I explained that this section of the site seemed to be the most sensitive area, since there is a wetland / stream complex downslope of this area. Mr. Sleger said that they inspect this area weekly, and when they observe sediment escape the perimeter control, he immediately has someone out there to remove the sediment. The rest of the slopes around the basin on the north side were stabilized with grass. We continued the site walk south along the east side of the site. Rip rap, silt fences and silt socks were installed along the perimeter. We reached the other side of the site and walked along the access road to St. Augustine Drive by the barn. Mr. Sleger says they are going to build the road and this road will be elevated so all the stormwater stays on site and enters the stormceptor, which they are also building. We walked back to the area where we began the site walk. We observed a single area where the silt fence was broken, to which Mr. Sleger said he would fix it very soon. 3 ED_019088A_00005610-00003 C. Closing Conference Inspector Horvath and I thanked Mr. Sleger for this time and explained that we would follow up with an inspection report within 60 days and that he could reach out with any questions he had in the meantime. I requested a copy of the SWPPP and copies of a few inspection reports. We concluded the inspection at approximately 12:15 PM. Unless otherwise noted, this report describes conditions at the facility / property as observed by EPA inspector(s), and / or through records provided to and / or information reported to EPA inspector(s) by facility representatives and as understood by the inspector(s). This report may not capture all operations or activities ongoing at the time of the inspection. This report does not make final determinations on potential areas of concern.
