Dear Mr. Hoover* & S Thank yon for ybfSr letter of the 5th, enclosing copy of communication yon received from Hon. Warren 0. Harding, President of the United States, dated May 22nd,- all in connection with the President*s Conference on Unemployment held under your direction and chairmanship. I agree em phatically with the thoughts expressed in your letter and am confident that this well timed and excellently directed activity accomplished large results by way of Immediate relief in the unemployment situation last winter and that the studies which have been made and are to be made will, if thoroly followed up and the public is systematically educated, go a long way toward the permanent correction and prevention of similar situations in the future. On a recent visit to your office, 1 told Mr. Hunt of a statement which had been made to me by a large employer in Philadelphia,- one who normally employes from 4,000 to 5,000 men. His statement was that he was surprised with the relatively small amount of suffering and need for help on the part of employes temporarily laid off during last winter. This employer makes it his business to keep in touch with employes so laid off in order that necessary relief may be extended. During last winter the requests for such relief were so few that on several occasions he took the matter up with the department in charge to find out if they were really keeping in touch with the men,- which he found was being done. Investigation showed him that a' much larger than usual pa rcentage of his men found other temporary employment of various kinds which undoubtedly was stimulated by the work of the Unemployment Conference.
