C Dear Mr. Dexter: The work practice guidelines you referred to in your letter of October 21 concerning clutch facings are included by Raybestos Manhattan as a precautionary measure in all shipments of asbestos containing friction materials. In these products, the asbestos fibers are "locked in" by a resin binder. Consequently, they are not easily released into the air during normal handling, processing and application and therefore present no hazard. However, if processing includes machining operations, dust can be created and in such circumstances precautions should be taken. As explained in the enclosed booklet "What Every Employee Should Know About Asbestos," asbestos fibers may be hazardous if inhaled in excessive quantities over a long period of time. To protect workers, the Federal government has established limits on permissible exposure to airborne concentrations of asbestos fibers, A copy of these regulations is enclosed together with a description of engineering controls and recommended work practices to be applied when engaging in high volume or continuous processing operations which may produce dust. In summary, if no machining operations are performed on the clutch facings, no dust will be generated and no special precautions are required. If machining operations are performed, dust can be kept well within permissible limits by readily available engineering controls and good work practices.
