Kehoe, October 4, 1S38 Dear Dr. Kehoe: ' John Schaefer has requested me to pass along to you some of the information which has reached us, with regard to distribution of tetraethyl lead and ETHYL Fluid through illegitimate channels. Accord ingly, you will find attached a letter dated June 23 to Mr. Schaefer, in which we advised him some of the data which had reached our ears. ;v ' Along the same lines, he has also requested that vie pass along the results obtained on a sample that was picked up at Ambler Brothers, Philadelphia, by Mr. Baldwin of our NewYork Division. We might mention that Ambler Brothers called us to advise that they had obtained this sample of supposedly uncolored Fluid. I believe an acquaintance of theirs claims that he is supplied with this material right along but he has not disclosed the source. Ambler Brothers have been attempting to cooperate with us in the observance of our safety regulations, and were therefore kind enough to obtain the sample. As for its composition, the specific gravity is 1.625 at 20C.. 4 and the iodine titration method gave a result of 97.65$ tetraethyl lead. Thus, beyond question this material is essentially commercial tetraethyl lead. There is only one puzzling fact with regard to this sample. Its color was rather blue, approximately equal in color strength to a gasoline sample containing Q.3 to 0.4 grams of our ETHYL Blue dye per 100 gallons. Furthermore, the container in which the material was returned was shipped to Ambler Brothers and contained ETHYLRed Fluid. Ambler Brothers reported that they washed the can out carefully xvith gasoline before transferring this sample, and the lead analysis indicates that there could not have been much contamination from residue in the can. Therefore, it would look as though blue dye has been added to the material at some time. Vie trust that this information will be of some value to you in the development of this subject.
