Patton Boggs, LLP Formosa Plastics The Dow Chemical Company Georgia Gulf Corporation Elena Howell Steven Russell (P/T) Has Shah CMA CMA CMA 1.0 The October 31,1995 Record of Meeting was approved as written. 2.0 The Committee decided to inform ATSDR that it plans to review and comment on the Agency's request for chronic inhalation dose response data when the Committee submits its developmental/reproductive effects study plan and a Memorandum of Understanding to the ATSDR. 3.0 Caffey Norman will revise the draft MOU with ATSDR based on comments received. A timetable for completion of the study will be included in the MOU when a decision is made on a contractor for the study. 4.0 Comments on the revised ATSDR Toxicological Profile for Vinyl Chloride are due by February 20,1996. Jim Knaack will review the animal cancer and risk assessment section, Jonathan Ramlow will review the epidemiological section, and Jim Barter will review the chronic/subchronic toxicity section. Draft comments on the profile are due to Has Shah by January 15,1996. 5.0 Dr. Shah reported that he has received releases to transfer death certificates from all states that Environmental Health Associates (now ENSR) had confidentiality agreements with. The only authority that has not yet approved the CMA request for such transfer is New York City. Ken Mundt, Jonathan Ramlow, and Dr. Shah are working with Richard Genovese of New York City to cross the hurdle in the transfer of die death certificate information on the master computer data tape from ENSR to AEI. Vinyl Chloride Health Committee Record of Conference Call, 11/30/95 Page 2 of 2 6.0 Dr. Shah reported on the impact of the delay caused by ENSR in transferring the required information to AEI and also the additional cost impact on AEI due to ENSR's inability to locate the death certificates from the epidemiology update conducted by EHA. ENSR, in its response to CMA of November 14,1995, offered to absorb $8,290 of the total cost. The Committee considered the ENSR offer completely unacceptable. Mike Druckman will prepare a response to ENSR later for review by the CMA Legal Department. 7.0 Jonathan Ramlow reported that the meeting with Carlo Tamburo was very productive. Dr. Tamburo agreed to work with Ken Mundt of AEI as a coinvestigator. Dr. Tamburo will submit a revised vinyl chloride brain cancer case control study proposal to CMA. The Committee will make a decision on this study upon review of the revised proposal. 8.0 Dr. Shah reminded the committee members that CMA cannot execute a Memorandum of Understanding with ATSDR until each company has returned an affirmative commitment form. jrl&'-'O ^----- Hasmukh C.
