Box 1217 Parkersburg, WV 26102-1217 Re; WV/NPDES Permit No.; WV0001279 Analysis of Water Sattjsles from Ranney Well Taken During 1996 Dear Mr. Richey; The agency is in receipt of analyses of water samples taken from Ranney well,Gallery well, West Field well and Island well. These samples were taken by the company on January 30, 1996. At the request of Mr. Naresh R. Shah of my staff, these analyses were provided by Mr. George Woytowich on December 2, 1999. As you know,_ the company has been using 12 MGD of water from these wells and 60-63 MGD of"the river water for the process operations including non-contact cooling. Thus, the well water makes up approximately 16% of total intake water. Out of this total, only 3 MGD of wastewater has been treated 'in the wastewater treatment system before discharging into the Ohio River. The rest of wastewater has been discharged into the Ohio River without any treatment as non-contact cooling water. Therefore, if the well water is contaminated then pollutants present in the well water are discharged into the Ohio River without any treatment and without adequate mohitoring requirements. Based upon his review, obviously intake water from Ranney well, Gallery well and the West Field wells is contaminated. Based Upon the 1996 analytical data (refer to Attachment-1), pollutants of concern are; carbon tetrachloride, cis-l,2-dichloroethene, tetraehloroethene, trichloroethene, chloroform, bromodichloromethane, 1,1,l-trichloroethane, bromoform. Note that there are very stringent water quality standards for most of these pollutants. The agency strongly urges you to expedite groundwater investigation (defining sources for contamination, plume and rate of migration etc.) and clean-up.
