Dear Dr. Kehoe, We recently received a request for advice from the Standard American Petroleum Go. at Antwerp. The point in question dealt with the precautions to be observed when cleaning tank cars. I replied to them, out lining your general views on this subject, but. they replied mentioning that on occasions they felt certain that scale from the service tank was carried through into the tank cars. This service tank .is not the tank in which blending takes- place, anu is, of course, a dry tank, - that is, it does not contain a water bottom. If this is the case, then the deposits in the tank car might present a greater hazard then those which might be found under more normal circumstances. The S.A.P.C. have sent me a sample of the deposit in question, which I am sending to you under separate cover. I am assured that this is a representative deposit of what is actually found in the rail tank cars themselves, and I thought that you might care to have an examination made on it and pass on to me any comments which you think could be transmitted to the S.P.A.C.
