To build up on our conversation, I also wanted to summarise 3 of our key priorities in the implementation of the roadmap, that I detail below. 1. An ambitious and quickly launched "bridging" REACH restriction We strongly support your ambition to make the adoption of a REACH restriction for at least endocrine disruptors (ED) and PBT,vPvB, PMT substances a priority. - This restriction should cover at least food contact material, cosmetics, furniture, toys, textiles, construction products and childcare articles. - The list of endocrine substance and substance groups selected for this restriction should include at least the substances suggested by the latest CHEM trust report on the topic, page 16. - No impact assessment should be done, as it is not part of the restriction process. The consideration of socio-economic impact is part of the construction of the restriction dossier. 2. A regulatory regime for endocrine disruptors and PBT/PMT that goes beyond the CMR regimes - Identification of hazard: the expansion of CLP to other categories of hazards is highly welcome. Careful attention must however be paid to the prevention of traffic jams in the identification of hazardous substances - the classification process must be able to work swiftly (it takes today around 7 years in average from the identification of an issue to the final classification). - Risk management: The regulatory measures applicable to CMR mostly function according to the principle that the those makes the poison, even in the context of a generic risk assessment. A "non-threshold" approach should apply to EDC and highly persistent substances. 3. A promotion of "sustainable" chemistry that does not downplay the importance of "safe" chemistry As showed by recent debates on the highly persistent group of chemicals called PFAS, the industry attempts to defend the most toxic substances by broader sustainability claims. Criteria are welcome to prevent false claims, but they must set the priority on safety, which is the aspect on which the chemical industry has the direct control.
