CHEMICAL MANUFACTURERS ASSOCIATION August 13, 1992 Dear Vinyl Chloride Panel Members: Mr. John Coburn, Mr. Frank Sollman, Mr. Vergel Perry and I met with Dr. Charles Ke and Dr. George Cushmac of the Department of Transportation yesterday to discuss the shipping name for vinyl chloride. I will send you a Record of Meeting next week. The meeting was productive, and DOT wants to cooperate with the industry to identify vinyl chloride shipping labels and containers properly. DOT needs the following information from the industry to determine if the concerns discussed in our January 16 letter to Mr. Edward Mazzullo also apply to shipments within and between Europe, the Pacific rim and Asia. DOT would like to know if vinyl chloride shipments within and between Europe, the Pacific rim, and Asia also are uninhibited. In the event there are mixed shipment practices, i.e. shipments are either inhibited or uninhibited, DOT would like to know if there are distance and/or duration criteria in place to decide whether VCM should be shipped inhibited or uninhibited. Mr. Coburn responded at the meeting that we are not sure of international internal shipping practices, but would gather that information for DOT and submit it to the Department in the next couple of weeks. To that end, Mr. Coburn has asked me to request all of you to check with your international marketing departments to obtain as much information as you can on shipping practices overseas. Through this letter, I am also requesting Ms. Meredith Scheck to search the Vinyl Institute files and send me any information she can. Many of our Panel members consider this issue of importance to our industry and your cooperation will be greatly appreciated. Please fax me your responses no later than August 28.
