We wanted to reach out to get the White House's feedback on the attached bill, the CRA Simplification Act of 2025. This bill would strike the "submission to Congress" requirement in the Congressional Review Act. As you know, a CRA joint resolution of disapproval in the Senate can only be introduced as a privileged resolution once (1) the rule has been published in the Federal Register by the agency; and (2) the agency transmits the rule to the House and the Senate. This bill simply eliminates the second requirement under the CRA for a resolution to be introduced. There have been multiple instances where agencies have refused to submit the nile to Congress--sometimes for months on end. One of Senator Blackburn's CRA 2 Sierra Club v. OMB, Case No. 25-cv- 05732-LJC OMB 2025-825 OM BA317FY25825_000000353 SC_EVERSPLIT0021737 resolutions could not be introduced for months because the Biden DOJ would not transmit the rule to the House. We think this is a common sense measure that simplifies the process for filing a CRA resolution and aligns with the President's goal of cutting bureaucratic red tape.
