NEWS -- JIM DEMINT is in the process of setting up a NEW conservative group that will be announced in the next few weeks. He and his allies have been talking around town about it in recent days. Wesley Denton, his spokesman, said: "We'll be announcing in a few weeks and we're excited to get started. Our goal isn't to replicate things other great organizations are doing, but rather to fill a void and advance the conservative movement in a meaningful way." THE LATEST ON SCALISE -- "Scalise faces third surgery after being wounded in mass shooting," by Rachael Bade: "House Majority Whip Steve Scalise, shot Wednesday during a congressional baseball practice, was undergoing his third surgery Thursday morning as his colleagues gathered to discuss the horrific shooting and share cautiously optimistic statements about Scalise's recovery. "The Louisiana Republican remained in critical condition early Thursday as doctors at MedStar Washington Hospital Center began a third operation. The bullet had fractured bones and torn through internal organs, according to a late Wednesday night hospital statement. And Scalise, who suffered severe blood loss, had been receiving multiple units of blood transfusion. According to sources familiar with Scalise's condition, the third surgery was routine for gunshot victims. Doctors went in to check on the work they performed the night before. "On the Hill, lawmakers grappled with the severity of Scalise's condition, with some Republicans even speculating that Scalise could be out commission for some time. Speaker Paul Ryan (R-Wis.) and his leadership team called an emergency conference Thursday morning to give lawmakers an update. Scalise's chief deputy whip Patrick McHenry (R-N.C.), who's visited him in the hospital, gave a moving speech about faith in dark times - and about Scalise's strength as an individual. Sources in the room said people tried to stay optimistic, even as some members who witnessed the horrific shooting stood and told their stories. Lawmakers signed jumbo cards for Scalise and the other victims." //politi.co/2ssSDXU - - NOTE: Rachael and Jake were reporting through last night and early this morning and we've been told that the likelihood is Scalise will be out of commission for some time. "The 11 staff members of the Office of International Climate and Technology were told this month that their positions were being eliminated, according to current and former agency employees. The office was formed in 2010 to help the United States provide Sierra Club v. EPA, 1:17-cv-01906 ED_001523_00003015-00002 technical advice to other nations seeking to reduce greenhouse gas emissions. The small office also played a lead role preparing for the annual Clean Energy Ministerial, a forum in which the United States, China, India and other countries shared insights on how best to promote energy efficiency, electric vehicles and other solutions to climate change." http://nyti.ms/2ssOCTk IN THE VALLEY -- "Tim Cook on Donald Trump, the HomePod, and the Legacy of Steve Jobs," by Bloomberg Businessweek editor Megan Murphy on the cover of the magazine: Cook on Trump: "I feel a great responsibility as an American, as a CEO, to try to influence things in areas where we have a level of expertise. I've pushed hard on immigration. We clearly have a very different view on things in that area. I've pushed on climate. We have a different view there. There are clearly areas where we're not nearly on the same page. "We're dramatically different. I hope there's some areas where we're not. His focus on jobs is good. So we'll see. Pulling out of the Paris climate accord was very disappointing. I felt a responsibility to do every single thing I could for it not to happen. I think it's the wrong decision. If I see another opening on the Paris thing, I'm going to bring it up again. At the end of the day, I'm not a person who's going to walk away and say, 'If you don't do what I want, I leave.' I'm not on a council, so I don't have those kind of decisions. But I care deeply about America. I want America to do well. America's more important than bloody politics from my point of view." -- Bloomberg Businessweek has also launched a new redesign that's anchored by a print magazine that will have three editions (Asia, Europe and the Americas), a new email newsletter, and a redesigned app and website. They're also rolling out a two tiered membership model -- a digital only subscription and an "all access" one that includes the weekly magazine. http://bit.lv/2ssMrPF ... He gave a tongue-in-cheek speech, which Nine's Political Editor Laurie Oakes has decided to reveal, at Parliament House's annual Mid Winter Ball. ... He even does a Donald Trump impersonation. "'The Donald and I, we are winning and winning in the polls. We are winning so much, we are winning, we are winning like we have never won before,' he says. He also alludes to the probe into the Trump campaign's links with Russia, adding: 'I have this Russian guy... Believe me, it's true, it is true.'" MEDIAWATCH -- The New York Times editorial board was pilloried online for its editorial about yesterday's shooting. In the editorial, they connect the shooting of thenRep. Gabby Giffords to a map put up by Sarah Palin's PAC -- even though extensive Times reporting from the time showed no such connection, and the ABC News story they linked to said that "no connection has been made" between the shooting and the map. National Review's David French on the editorial: "Let's be blunt. In its zeal to create moral equivalencies and maintain a particular narrative about the past, the Times flat-out lied. ... The Times editorial board didn't have far to go to understand Loughner's motivations; it could have asked ... New York Times reporters." http://bit.lv/2ssVfoG The New York Times has since issued a rare correction to the editorial, saying in part that "no such link was established." THE TAX BILL'S NAME? - PRESIDENT DONALD TRUMP wants to name the tax bill "Cuts, Cuts, Cuts," according to sources familiar with internal discussions. This is running into a tad bit of resistance among some on Capitol Hill, who don't exactly favor the name. The 1986 tax bill was called, quite plainly, the "Tax Reform Act of 1986." Oh, and by the way: lawmakers don't want to call this a tax cut bill. They want to call it TAX REFORM! HOT DOC - START PLANNING YOUR VACATION - The 2018 House legislative calendar is out. "The idea was raised by George Papadopoulos as he introduced himself at a March 2016 meeting of the Republican candidate's foreign policy advisers, according to a court filing. 'He didn't say yes and he didn't say no,' the official said, declining to be more specific about Trump's response to Papadopoulos. Investigators found notes, handwritten in Arabic, that Sayfullo Saipov, 29, left behind which said, 'The Islamic State would endure forever,' NYPD Deputy Police Commissioner John Miller said at a late morning news conference. "A law enforcement source said Saipov came to Manhattan four times before the attack in what were believed to be reconnaissance missions. Miller said Saipov, an Uzbekistan immigrant who came to the United States in 2010 and is a legal permanent resident, appeared to follow ISIS instructions put out on social media 'almost to a T.'... Miller said Saipov had never been the subject of an FBI or NYPD probe. Six of the people killed Tuesday were foreign tourists, officials said." https://nwsdy.li/2iRWJWE TRUMP said during a pool spray that he'd "consider" sending the terrorist from the New York City attack to Guantanamo Bay and that he is "starting the process of terminating the diversity lottery program ... The Navy plans to release on Wednesday its first official report on the specific causes of the two unrelated collisions this summer when both the destroyers Fitzgerald and John S. McCain struck commercial vessels in crowded sea lanes in the Pacific. "The report reveals that both collisions came after critical failures of officers and sailors on the bridge and raise troubling questions about the basic proficiency of the Japan-based 7th Fleet and the surface Navy as a whole. In both incidents, sailors on the bridge failed to sound a ship-wide alarm notifying the crew of danger, which is a standard Navy procedure." http://bit.lv/2iRte7m * ***** message from Bp: prom coast to coast, we spent $16 billion with local businesses last year, rake 30 seconds to see how we're supporting jobs across the ****** ANOTHER IDEA FOR TAX REFORM - @realDonaldTrump at 10:59 a m.: "Wouldn't it be great to Repeal the very unfair and unpopular Individual Mandate in ObamaCare and use those savings for further Tax Cuts...."... at 11:03 a.m.: "....for the Middle Class. VALLEY TALK -- "Burr downplays Russian Facebook ad targeting of Michigan, Wisconsin," by Li Zhou, Nancy Scola and Ashley Gold: "Senate Intelligence Committee Chairman Richard Burr (D-N.C.) on Wednesday sought to downplay reports that Russian-linked actors targeted Facebook ads at two key battleground states in the 2016 election. Quoting from a news story that Russian-linked Facebook ads were aimed at Michigan and Wisconsin, with some of the ads targeting specific demographic groups, Sierra Club v. EPA, 1:17-cv-01906 ED_001523_00003019-00003 Burr said the situation wasn't that simple. ... "But Burr later emphasized the continuing threat of Russian meddling. 'We can't afford to kid ourselves about what happened last year and continues to happen today,' he said. 'This is about national security ... deliberate and multifaceted manipulation of the American people by agents of a hostile foreign power.' "Sen. Mark Warner (D-Va.), ranking member of the Intelligence committee, echoed concerns about the ongoing nature of the Russian threat. Russians are using social media to 'set us against ourselves and to undermine our democracy,' he said. 'They did it during the 2016 U.S. presidential campaign. They are still doing now.' Warner called on Facebook, Google and Twitter to 'commit more resources' to identify those who exploit their networks for nefarious purposes." http://politi.co/2iUXeiV - HAPPENING TODAY - FLASH BRIEFING on Facebook, Google Hearings: POLITICO and The Information are partnering to offer an insider flash briefing for real time analysis, key takeaways, and the impact that Congressional testimony about Russian involvement in the 2016 Election by representatives of Facebook, Google, and Twitter will have.
