Everett, MA Facility/Process Description: Scrap It, Inc. ("Scrap It") is a business that Recycle Ferrous & Non-Ferrous Metals in Everett, MA. Scrap It is a family owned and operated business. Scrap It was originally established on July 19, 1957, by Frank Minichiello Sr. and his brothers Carmen and Joe. Scrap It expanded from their original location on 431 Second Street, Everett, Massachusetts, and now operates out of three metal recycling facilities, one in Everett, MA; Worcester, MA; and Keene, NH. Scrap It accepts scrap metal from companies and individuals in and around the area their facilities are located. Number of Employees and Working Hours: Scrap It employs 25 people and working hours are: Monday - Friday from 6:00 am - 4:00 pm, and Saturday from 6:00 am 12:00 pm. Potentially Applicable Clean Air Act Requirements: Recycling and Emission Reduction, 40 CFR Part 82, Subpart F (This is a federal standard that establishes requirements for the service, maintenance, repair and disposal of appliances containing ozone-depleting refrigerant). Previous Enforcement Actions: Based on a review of the EPA's Enforcement and Compliance History Online database ("ECHO"), there have been no formal or informal enforcement actions against this facility in the last 5 years. Opening Conference: Abdi Mohamoud and Hannah Patel arrived at Scrap It, located at 431 Second Street, Everett, Massachusetts, at 10:00 am, and met Jamie Pinion, the Facility Manager. Mr. Mohamoud and Ms. Patel presented their inspection credentials to Mr. Pinion and explained the purpose of the inspection is to evaluate Scrap It's compliance with any applicable Clean Air Act regulations specially the regulation that pertaining to the Ozone Protection. Mr. Mohamoud asked whether Scrap It accepts appliances that contain refrigerants and if so, does Scrap It recover the remaining refrigerant from the appliances. Mr. Mohamoud also asked if Scrap It has a refrigerant recovery/recycling machine and if it employs any EPA certified refrigerant recovery technicians. Mr. Pinion said that Scrap It accepts appliances that previously contained refrigerant. Mr. Pinion said Scrap It does not recover any remaining refrigerant from appliances, does not own a refrigerant recovery/recycling machine, nor does it employ any EPA certified technicians. Mr. Mohamoud asked how Scrap It knows if any appliances that are accepted by the facility are free of refrigerants and if they keep records. Mr. Pinion said that they visually examine the arriving white goods and check if they contain any refrigerant. Mr. Pinion said there is no other method used by Scrap It to verify that white goods arriving at the facility are refrigerant free. Page 2 of 3 Scrap It, Inc. Everett, MA Facility Tour: Mr. Pinion, Mr. Mohamoud and Ms. Patel toured the scrap yard and the EPA inspectors examined various metal scrap located in the yard. The EPA inspectors took several pictures of metal pile in the yard (All photographs taken are stored in the inspection file). The EPA inspectors observed and took pictures of two refrigerators in the open yard that had their copper lines intact. The EPA inspectors observed that the two refrigerators were dragged by a forklift from the open yard to a metal pile that was located nearby. The EPA inspectors observed that yard is very crowded with metal and heavy machinery. The EPA inspectors walked around the piles of metal and observed heavy machinery moving material around the yard. Ms. Patel took several pictures of the metal piles. Records Reviewed: The EPA inspectors did not review any records on-site.
