U.S. Department of Transportation Programs Implicated by Executive Orders and Actions January 28, 2025
OMB Memo M-25-13 "Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs" directs Federal agencies to "identify and review all Federalfinancial assistanceprograms andsupporting activities consistent with the President'spolicies and requirements."
Additionally: "To implement these orders, each agency must complete a comprehensive analysis ofall of their Federalfinancial assistance programs to identifyprograms, projects, and activities that may be implicated by any of the President's executive orders."
"In the interim, to the extent permissible under applicable law, Federal agencies must temporarilypause all activities related to obligation or disbursement ofall Federalfinancial assistance, and other relevant agency activities that may be implicated by the executive orders, including, but not limited to,financial assistanceforforeign aid, nongovernmental organizations, DEI, woke gender ideology, and the green new deal."
Below is a list of DOT programs that could potentially be implicated by Executive Orders and Actions released to date. This list has been compiled from a departmental inventory of programs
by Federal Assistance Listing number and program or sub-program and is intended as a starting point for discussions with OMB. Many of DOT's programs have a surface transportation and aviation focus, but include prior administration policy priorities, reporting requirements, or other factors that will be addressed in coordination with OMB.
OMB further stated that the pause does not apply across-the-board. It is expressly limited to programs, projects, and activities implicated by the President's Executive Orders, such as ending DEI, the green new deal, and funding nongovernmental organizations that undermine the national interest.

Below is a list of DOT programs under IRA and IIJA that could potentially be impacted by the Unleashing American Energy Executive Order. The list is based on the parameters listed in Section 2 of the Order -- "Policy." Subsection (e) -- "eliminate the "electric vehicle (EV) mandate" and promote true consumer choice..." -- is the most relevant direction for DOT.
From this program list, DOT would implement Section 7 of the Order to pause disbursement of funds for programs appropriated through the Inflation Reduction Act of 2022 (Public Law 117169) or the Infrastructure Investment and Jobs Act (Public Law 117-58).
In the attached set of tables, we have also identified programs using red, yellow, green coding system:
Red indicates programs that are likely within the scope of the Order and where DOT would pause disbursement of funds
Yellow indicates programs that may deserve additional consideration Green indicates programs outside the scope of the order
