Subj: Tour of KelGey-Hayes Brake Plant
May 12, 1977
Development of substitute asbestos materials - is not a function of Kelsey Jackson. Kelsey uses linings specified by Ford. Kelsey did indicate that asbestos contaminants could be lowered by eliminating the grind operation and using molded shoe and linings (to eliminate rivet hole drilling).
A general impression of Kelsey's plant - is that, although Kelsey had a report from Environmental Health laboratories identifying that it met OSHA rules in regard to airborne asbestos fibers, a noticeable amount of brake lining residue was apparent at each drilling/grinding station. Accordingly, the undersigned has reservations about the adequacy of Kelsey's controls and its asbestos count test methods.
