Kelsey did indicate that asbestos contaminants could be lowered by eliminating the grind operation and using molded shoe and linings (to eliminate rivet hole drilling). A general impression of Kelsey's plant - is that, although Kelsey had a report from Environmental Health laboratories identifying that it met OSHA rules in regard to airborne asbestos fibers, a noticeable amount of brake lining residue was apparent at each drilling/grinding station.
