Petty Officer Mackey accepted the report. He asked for my name, the name of the company, the company's address and the company's phone number. He asked if Conoco was responsible for the discharge, and I said yes. I told him that at 5:30 p.m. a line in the plant broke due to freezing, and the operators isolated the line in order to stop the discharge. There were no injuries. He asked the amount of the discharge and I told him we guessed it was between 100 and 500 lbs. He asked if there was an evacuation, and I said that they evacu ated the process unit where the ruptured line was located. He asked whether we had contacted or intended to contact any other agencies, and I said no.
