R. lynch of the United States Public Health Service, Ton will recall that this nesting was held on October 18th, the day we were tied np with the Harley nesting; therefore, I was tumble to talk te Mr. lynch and Mr. Reregister substituted in ay place*
I believe the attached notes and other information are selfexplanatory. The only comment 1 wish to make is that, if Manageneat decides we should participate and a decision is reached in tine, the Public Health Service contemplates starting this survey the week of Novenber lUth or November 28th. However, if a decision is not reached by then, the survey would, obviously, have to be put off to a later date.
I talked to Dan Maloney, local Plant Manager of Certain-teed Products Corporation, and learned that the United States Public Health Service conducted this survey at bis plant this past summer. He comnented that it was handled very well by the Public Health Service and there were no problems whatsoever with respect "to personnel* He further suggested that, if we desired mors detailed information, a Mr. Leon Horwits, Safety Director of Certain-toed Products Corporation, could be contacted at their Ambler, Pennsylvania headquarters - the telephone number there is Mitchell 3-0600, Aren Code 215. He felt Hr. Horwits could give us the answers to any questions that you might have since several of the Certain-teed plants have bean involved in this survey.

U.3. Public Health Service is requesting authorization to make a survey In our St. Louie Plant to gather data relating to Asbeatosls.

Survey has been made In plants of J-M, Carey, Flintkote and National Oypaun.

They stated that survey Is strictly research and would not be used far regulatory purposes.
Neither is it sponsored or associated with any of the local Health Departments.
This is the first Rnberold Plant to be surveyed. Participation is strictly voluntary.
Moat recent survey in this area .was the Certain-Tsad plant which has been completed. (Questions on survey can be referred to Mr. Maloney at Certain-Teed.)
Neighboring National Oypsum plant vas approached for survey, but due to frequent turnover of personnel, reeults would not be accurate. There fore, U.S. withdrew request to survey.
Survey would require 3 sen in the plant for approximately U days to take air senples at various stages of manufacture. In addition, personnel records would be reviewed to gather job history data. At a later dete, each employee participation would be interviewed personally.
Participation of each employee is also voluntary and would Include both saleried and hourly. Evan if plant is surveyed, every employs# is not obliged to participate.
A formal in-person presentation would bo made to the Union Casslttee if desired.
A further explanation of the study is given in the attached booklet, except that the In-plant Medical Studies is not now being done.
