Electrical service operations such as appliance repair will enceunenr snail PCS capacitors in electrical equipment such as nicrovavc ovens, sir conditioners, and certain brands of television sets. Other Mrvico operations such as transformer repair ahopa will have transformers and containers of liquid PCBs. Containers of liquid PCIs nay also be praaant at public utility or public transit facilities. Vast* oil handlers aay have oils contaminated with PCIs, and only a coupe cent analytical procedure will verify the concentration of PCBs present. If PCBs sra present, the definitions of PCIs in the regulation should be eisniatd to dtteraine the appropriate PC8 category. If the PCBs sra in transformers or cepscitors, then they are PCS articles. If they are in containers ef PCI liquids they are probably defined as PCI uixturas. Pure PCI chemical substances are rarely found in com mercial applications. Therefore, PCI aixtures usually become cha working definition. If tbs PCBs art praaent in air conditioners, micro wave ovens, or television sets, then these items will be eatsgoriiad as KB equipment. 13 Saving determined the appropriate categorisation, the disposal eod marking requirements in Subpart B and C should be consulted to determine appropriate disposal or marking action. For example, the contenta of a container of liquid KB mixture must be incinerated as stated in Section 761.10 (b)(1) of Disposal lequirements; the container must be marked with a warning mark at stated in Section 671.20 (a)(3) of Marking Requirements; and the empty container must be disposed of as stated in Section 761.10(e) of Disposal Requirements. When incineration is required under the Disposal Requirements, the incinerator will have to meet the technical requirements of Annex 1, Section 761.10. The owner or operator of ao incinerator must be familiar uich Annex X in detail and obtain all of tba necessary approvals. To matt the marking requirements, tko person responsible for the container would have to review Annex V, Section 761.64 to determine the form and siao of the marking. Whan ha obtained the proper markings, he would apply them as directed under Section 761.20, Marking Requirements, and not have to refor to Annex F until he needed to procure more narking*. If storage ia required during the disposal phase or if chemical vast# landfills are uaed for disposal, then Annex HI, Seccion 761.42, and Annex II, Section 761.61, respectively, would have to be examined for pecific information on performing those actions. The definition includes devices that have KB chemical substances or KB mixtures in direct contact with the internal ar external surface* of the device but where the`PCI chemical subatances or mixture* are not performing any function by being in the device. The device simply contains KB chemical substance* or mixtures. This differs from a KB article where the KB chenical sub> acaneta or KB mixtures are essential to the proper functioning of the article. A separate definition for containers is necessary to facilitate the incorporation of specifications for container Integrity, decontaaination, and narking.
