This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1437858) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. CapturePoint, LLC representative Talia Clark participated during the inspection. There was no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the CapturePoint, LLC North Burbank Unit 24 Battery, where a 4" steel line connected to the NBU 24 battery failed, releasing a company estimated 350 barrels of saltwater to the land surface. Saltwater migrated generally northeast into an unnamed tributary of Haines Creek. Section II - OBSERVATIONS I observed the release point of the spill which was a 4" steel flowline. At the time of the inspection, the flowline had been repaired and returned to service. See photo No. 1, Appendix 1 (photo log). For additional GPS location information and photo metadata, see the attached photo log. Immediately upstream from the point of entry (POE) into the unnamed tributary of Haines Creek, I observed a background TDS field reading of 273.1 mg/L. This reading should be used to when assessing background TDS levels in the area. See photo No. 2. At the POE into the impacted tributary, I observed a TDS field reading of 452.2 mg/L in the main channel of the tributary. See photo No. 3. At the lowermost containment dam, which was also the end of observed spill impacts, I observed a TDS field reading of 502 mg/L. I also observed the bed and bank features of the impacted tributary at this same location. See photos No. 4 and 5. All TDS field readings observed throughout the inspection were taken with a properly calibrated, EPA issued, YSI Pro 30 conductivity meter. 2 Section III - AREAS OF CONCERN CapturePoint, LLC / North Burbank Unit 24 Battery (OKU002197) Inspection Date 4/22/2025 The were no significant areas of concern at the time of the inspection.
