Section I - INTRODUCTION
PURPOSE OF THE INSPECTION EPA Region 6 inspector Kent Sanborn visited the Rebel Production LLC oil production facility located in the SE/4 Section 11-T18S-R14W near Eldorado, Arkansas on April 22, 2014. No representative of Rebel Production LLC was present for the inspection. The inspection was conducted by authority of the Clean Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION The facility has 2- steel 200 barrel tanks, 1- steel open top tank, 2- gun barrels, and 1-250 bbl steel tank.
Section II- OBSERVATIONS
There is a drain on the west side of the battery. I observed oil staining toward creek. No brine detected.
Section Ill - AREAS OF CONCERN
The area needs cleanup before heavy rain. There is still 1-2 feet of water inside the containment.
Section IV - FOLLOW UP
Operator was contacted and said he will clean.
