Thanks so much for getting back to me. I just want to know whether/how EPA has ruled on the complaint by Communities for a Better Environment and other environmental groups against the Bay Area Air Quality Management District. The environmental groups are charging that BAAQMD increased the maximum enforceable throughput on the two hydrocracker units at the Phillips 66 refinery in Rodeo, CA from 65,000 barrels a day to 88,000 barrels a day without an adequate public process. BAAQMD says it did not increase the permitted capacity, that the environmental groups are misinterpreting BAAQMD documents because some contained a typographical error.
If no decision has been made yet, I would like to have some idea of when it might be. Thanks! Jean Tepperman
