Process Description: Silgan Containers Manufacturing (Silgan) in Hoopeston, IL is a metal container cap manufacturer. The facility operates approximately twelve (12) total production lines with an additional three (3) that are not currently in operation and likely to be changed over. The production lines all follow a similar process where: 1) coated metal sheets are fed to the production line, 2) caps are punched out of the metal sheet, 3) caps are put through a curler to create ridges, and 4) an end liner is applied to the outside edges of the cap to create a seal, including both water and solvent-based end liner. There are two main types of can end processes including multi-die and single-die presses, which are chosen based on the cap size. The multi-die press can punch multiple caps out of a full sheet, while the singledie press requires the metal sheets to be cut into strips and punches one to two ends at a time. A food safe lubricant is applied to the metal sheets when fed into the production line to allow for ease in movement through the line. Air emission sources at the facility are largely limited to the sheet metal lubricators and end line applicators. Staff Interview: The facility operates twenty-four (24) hours a day for five (5) days a week and has approximately 90 employees. Approximately six million can ends are generated per day of operation, and these ends are used on cans with all types of content. The tooling of the production lines can be changed out and adjusted based on the customer's specific need. There are no emission controls at the facility, but there is consistent ventilation throughout that would capture emissions from the lubricators and end liners.
