FOLLOWING LETTER SEOT TO ATTACHED LIST CF GOVERNMENT AGENCIES
Dear It is the policy of the Chemical Manufacturers Association to make pub
licly available all final reports of research that it administers. In keeping with that policy, the following reports are enclosed:
o "Chronic Vapor Inhalation Study with Vinyl Chloride (Ethylene Derived) in Albino Rats, Albino Mice and Golden Hamsters," 23-month status summary report submitted to CMA by IBT September 3, 1975;
o "Vinyl Chloride Pathology Report," submitted by EPA to CMA Jan uary 9, 1979;
o "Pathology Report on the Brains from Mice, Hamsters, and Rats Exposed to Vinyl Chloride in IBT Study 663-03222," by Dr. William Busey of EPL, submitted to CMA May 20, 1980; and
o "Review and Audit of IBT No. 663-03222, Chronic Vapor Inhalation Toxicity Study with Vinyl Chloride (Ethylene Derived) in Albino Rats, Albino Mice and Golden Hamsters for the Manufacturing Chemists Association," by Dr. Bob West of Bob West Associates, submitted to CMA May 20, 1980.
These reports all pertain to a vinyl chloride inhalation study conducted at Industry Bio-Test Laboratories (IBT). The brain tumors described in the histopathology reports are of the same type as those reported by Dr. Maltoni in animals exposed to a similar concentration, and are thus supportive of his findings. The results of the study, however, can be described in qualitative terms only, as tissue accountability was extremely low and Dr. West's audit revealed numerous inconsistencies in the conduct of the research.

After reviewing the reports, CMA does not believe that the IBT data warrants further investigation. There is little cause to repeat the study at this time, as similar research has been conducted elsewhere. CMA will be nego tiating for a settlement with IBT in the near future.
Sincerely,
CRS:dtb
