September 10, 1965 A meeting of the Executive Committee of the Board of Directors of the Lead Industries Association, Inc. was held on Friday, September 10, 1965* in the offices of the Association. The Secretary reported a quorum was present and kept the minutes of the meeting. Executive Committee of the Board of Directors Meeting Minutes -2- September 10, 1965 The Chairman called on the Director of Health and Safety for his report. The Director of Health and Safety stated that he had three subjects he wished to report on as follows: 1. Recent Statements Made by Dr. Clair C. Patterson appearing in the Public Press He stated that a particularly damaging report on lead in air had appeared in the New York Times on September 8, 1965 as a result of their science editor, Mr. Walter Sullivan, interviewing by telephone Dr. Clair C. Patterson of the California Institute of Technology. The Director of Health and Safety reported that he had talked to Mr. Sullivan and supplied him with data that would refute many of the Patterson statements and received assurances from Mr. Sullivan that a rebuttal would appear in the paper. Also that a rebuttal statement in the form of a press release had been issued by the American Petroleum Institute. He further reported that a news release for Sunday, September 12, 1965 on the same subject, quoting Dr. Patterson, had been issued by the News Bureau, California Institute of Technology and though quite lengthy the first two paragraphs are indicative of its contents as follows: " The American people may be in danger of cumulative poisoning from the amounts of the metal, lead, which they ingest in food, water, and from the air, a geochemist at the California Institute of Technology reported today. "'The basic danger involved in lead pollution is not simply that it may -- in cannon with some other technological filth -- bring agony to us and shorten our lives, but that it may adversely affect the activities of the central nervous system,' said Dr. C. Patterson." After some discussion, the Committee strongly reconmended that the Association take whatever steps it deems necessary in presenting such facts as are available to it to offset or forestall such adverse publicity. Also that a leading medical man in the toxicology field be asked to present a critique of the Patterson report. Public Health Service Symposium on Public Exposure to Lead The Director of Health and Safety stated that there will be a two and one-half day symposium in Washington in November, 1965, on public exposure to lead from all environmental sources to be sponsored by the U. S. Public Health Service. He reported that he had been to see the organizer of the Symposium, Dr. E. Blomquist, who stated that they were limiting attendance to as small a group as possible and that attendance would be by invitation only. Industry would be represented as well as various departments of the U.S.P.H.S. It was pointed out that it would appear that the purpose of the Symposium is to adopt specific recommendations or guidelines for the U.S.P.H.S. for its future lead activities. After some discussion, the Committee felt that the subject under consideration at the Symposium was so broad and would affect all segments of the lead industry that a representative of the industry should participate, if at all possible. 3. Clean Air Act The Director of Health and Safety stated that under the Clean Air Act (Public Law 83-206) the Quigley Committee must report to the Congress semi-annually. Between its two most recent reports, he stated, there seems to have occurred a change in the attitude of the Quigley Committee towards lead in air. For example, the report dated December, 1964, in the section dealing with lead reports as follows: " Recent review and study of the concentration of lead emissions from auto exhaust as a source of connnmity atmospheric pollution suggest that there has been little change in the atmospheric lead concentration over the past ten years. Since atmospheric concentrations may vary significantly from year to year because of source factors and meteorological conditions, principally the latter, it is not possible to establish trends on the limited amount of atmospheric air monitoring data available. It can be demonstrated however that lead concentrations of blood and urine samples show the effects of environment. Data on lead concentrations in blood and urine samples of humans in the general population indicate these to be in the range presently defined as 'normal.'" made: Then, in its report dated June, 1965, the following statement is L1A012.U Executive Committee of the Board of Directors Meeting Minutes -4- September 10, 1965 " A report on the levels of lead in urban air and in the blood and urine of urban dwellers was issued recently. In a study conducted in Cincinnati, Philadelphia, and Los Angeles, the amounts of lead found in the bodies of people were within the presently accepted range of lead levels of humans, except for a few who were occupationally exposed to lead contamination. " In view of the recurrent nature of the questions which are raised concerning air pollution by lead compounds, the Public Health Service is giving consideration to the convening of an ad hoc expert advisory group which would give consideration to the following: 1. Re--examination of the air pollution contributed by the use of lead alkyl compounds in gasoline as a follow-up to the reconmendations of the Committee which reported on the subject to the Surgeon General in 1959. 2. Evaluation of the warnings of certain geophysicists concerning undesirable effects of current lead contamination of the world environment. 3. Evaluation of benefits of use versus nonuse of lead alkyl compounds in gasoline from the standpoint of the motorist and the control of air pollution." The Executive Vice President then reported that the next in the series of "Facts Bulletins" about lead intoxication being published by the Association is entitled "Lead in Air" and should be ready for distribution soon. He further stated that the members of the Association should give consideration to this entire problem on a long term basis with which the Committee concurred.
