No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the John Sinclair Production, LLC / Emodell Murphy #1, 2, 3, 4 Tank Battery, which contains two oil-water separators and four storage tanks. Section II - OBSERVATIONS I observed the facility sign, secondary containment, oil-water separators, pipes and valves, and storage tanks located at the facility; see Appendix 1 (Photographs Log), Photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed transfer pipes through secondary containment with loose oil around the area and no catch buckets, see Photo No. 3 and No. 4. Looking W-SW and E from the top of secondary containment (front and back), I observed loose oil inside the secondary containment, see Photo No. 5 and No. 14. I observed a gap under a tank, identified as 2523, inside the secondary containment, see Photo No. 6 and No. 7. I observed an active leak from a valve from a tank, identified as 2062, inside the secondary containment, see Photo No. 8 and No. 9. I observed an active leak from a tank, identified as 2523, inside secondary containment, see Photo No. 10 and No. 11. I observed an open pipe from a tank, identified as 2062, inside secondary containment, see Photo No. 12 and No. 13. I observed a release of crude oil and saltwater from the drainpipe for secondary containment, see Photo No. 15 through Photo No. 17. 2 John Sinclair Production, LLC / Emodell Murphy #1, 2, 3, 4 Tank Battery (ARU002231 / CWA) Inspection Date 03/14/2024 Section III - AREAS OF CONCERN No closing conference was held due to no personnel with John Sinclair Production, LLC being present during the inspection. Areas of concern at the time of the inspection include the loose oil around the transfer pipe, no catch buckets for transfer pipes, loose oil inside secondary containment, the gap and the active leak from Tank 2523, the active leak and open pipe from Tank 2062, and the release of crude oil and saltwater from the drainpipe for secondary containment. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed.
