I. The meeting was called to order by President Brown, who ex plained that it was necessary to meet on both Wednesday and Thursday evenings to take care of all matters on the agenda.
2. Reading of the minutes of the last neeting, held on June 3, 1965, was omitted.
3. Hr. E.A. Schuman, Treasurer, presented the financial report, for four month period ending September 9th, and stated that the
Institute's books had been audited by Hr. W.E. Eddy, General Auditor of the Johns-Nanville Corporation, and found to be in order. The financial report was accepted, and together with copy of letter from the auditor, is attached to these minutes.
4. The proposed budget for 1966 was presented by Hr. Schuman After some discussion and modifications, it was agreed that a total of $9525.40 for the year 1966 was acceptable to the Board of Governors. The detailed budget is attached to these minutes.
5. "Hie Treasurer asked approval to transfer our savings account
now in the Union Dime Savings Bank to the r-anhattan Savings Bank,
without loss of interest. This was approved, and the- transfer
was made on October 11th. In addition to this account we now have
two other savings accounts, one each in the Chase HanhatCan Rank----------
and the Bowery Savings Bank.

6. I.'r* S.J. Peele, Jr., Chairman of the Nominating Committee,
stated that he had canvassed, the limber Companies to determine
who would be their representative on the Board of Governors for
the year 1966, and could report that there vould he no change in
the present Board. Nr. Peele, as Chairman of the Nominating Com
mittee, consisting of iiessers Hough, Williams, and himself, sub
mitted a slate of officers for the year 1966-, namely, J.A. 3rown,
Jr., for President; J.L. Rainey for Vice President; E.A. Schuman
for Treasurer, and U*E. Sunbury for Exec. Secretary and Asst.
Treasurer. On motion by Nr. Hough, seconded by Hr. Griffis, it
was voted unanimously to accept the slate of officers as presented
by the Chairman of the Nominating Committee.
7. Mr, Peele stated that the Nominating Committee was still work
ing on the matter f finding chairmen for the four committees
whose chairmen's term of office expire this year. Subsequent

The usual term for committee chairmanships is two years; therefore, it is hoped that these men can continue to serve until 1967,
Q. President 3rown brought up the subject of the ASTI- specifications on Asbestos Textiles that are in need of revision in the very near future if they are to continue in the ASTI- Book of Standards. He rointed out that specification D-1571-58T would have to be revised by the end of this year, or be dropped by ASTI , and that we could not let this happen. Further, that he had invited I-x. P.0. Nicodemus who is chairman of ASTI committee Sc A-4 on asbestos textiles,to ap pear before the Board of Governors on Thursday evening, Oct. 7th, and explain the emergency that existed in respect to the specifica
tions. After considerable discussion, it was agreed that the members of A.T.I. would make the revision of the ASTI specifications "our project1', get behind it, and nish it through to a conclusion as Quickly as possible. Mr. Rainey stated that Dr. .V.G. Shaw was join ing his company effective November 1st, and that he would arrange for Dr. Shaw to devote some time to this project. It was then sug gested that Dr.* Shaw head up & special committee to work on ASTI specs., and that each member supply one man to work with Dr. Shaw.
Mr. Hough made a motion to that effect, which Ilr. Peele seconded, and it was so voted, fir. Peele suggested that 'it. Shaw, as chairman of this special committee, should contact members of the Board of Governors direct, .and let them know when they are to have their man at committee meetings, and it was so agreed, fembers expressed their deep appreciation of the generous offer made by fir. Rainey and his company, to have Dr. Shaw head up the special committee. The meeting then adjourned until the following evening.
9. On Thursday evening President Brown introduced Hr. P.Q.Nicodemus
Chairman of Sc A-4, ASTI' D-13 on asbestos textiles, who expressed
his appreciation for the opportunity to be present. JJe explained
the requirements of ASTI I in respect to revision of standards and a
long discussion was had. Ilr. Brown informed lx. Uicodemus of the
plan to have Dr. Shaw head up a special committee to work on the
specifications, and his reaction was most favorable,
tr. J.T. Griffis suggested that a letter be sent to fir. Nicodemus'
immediate superior, who is I-ir. II.L. Wilson, Igr. of engineering,
General Electric Co., Lowell, Hass., to express our appreciation of
his kindness in permitting Hr. Nicodemus to present this natt*r
our Board of Governors in person.

10. Hr. Hough asked if Garlock Inc. was now interested xu, rejoining the Institute, as their Mr. Martucci, Products Manager, was to be a guest at our General iTeeting on Oct. Sth. Mr. Peele moved that
Garlock be invited to rejoin the Institute, seconded by Mr. Brown.
So voted. It was agreed that Mr. Brown would handle this invitation (The Secretary was informed on Oct. 22nd by Mr. Martucci that his

Asbestos Corporation Ltd., Thetford i ines, Canada, in arpreciah on

The Secretary exhibited the finished plaque, and comments were most
favorable.

13. f:r. P.Jay Flocken* reported that he had been informed that Dr. L.J. Cralley of the U.S. Public Health Service, who-has been in charge of the Environmental Study in asbestos textile plants for the past several years, is concerned that current appropriation of gov ernment funds for the coming fiscal year will mean that the work so well started may be handicapped or delayed, tf. Flocken stated that he believed Dr. Cralley would welcome an expression by A.T.I. of its interest in putting the Public Health Service asbestos study on a basis more consistent with the original plans when the program was authorized in 1961. ilr. ilough expressed doubt as to how far we.
could or should go in this matter. Lx. Rainey pointed out that State Health authorities arnear more active since the conference on 3iological Effects of Asbestos was held in October of last year. Jr* Peele thought that we ought to continue to support Dr. Cralley, as the Institute has done in the past, and tell him that we are en couraged by the progress that he has made with his program- It was suggested that the Secretary contact Dr. Cralley and seek to learn what A.T.I. can do, what has been done to date by the Public idealth Service, where the study stands now, and what future plans Dr. Cralley has for the study.
14. The date of the next meeting will be February 9-llth, 1966, and it is to be beld at the Barbizon-Plaza Hotel in New York City. It was agreed that members were welcome to bring their wives, but that no particular "fanfare" would be planned for the ladies.
15. There being no further business to come before the meeting, it
