No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Cypress Operating, Inc. / Fouke Estate #2 Tank Battery facility, which contained two (2) tank batteries with three (3) tanks for crude oil and saltwater separation and storage and one (1) active production well. I observed the interior of the oil storage tank battery (front view), see Photo No. 4. I observed the drainpipe for the oil storage tank battery with a valve and closed cap, see Photo No. 5. I observed a separator inside a separate tank battery, see Photo No. 6. I observed the drainpipe for the separator tank battery with a valve and closed cap, see Photo No. 7. I observed a low area in the containment berm for the separator tank battery, see Photo No. 8. I observed an active production well at the facility, see Photo No. 9. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with Cypress Operating, Inc. being present during the inspection. The area of concern at the time of the inspection was: A low area in the containment berm for the separator tank battery, 40 CFR 112.9(c)(2) (Photo No. 8).
