George Moore and Harry Close have estimated that a. 12" diameter K-S packed column would require a capital investment of $18, 300 1 20% and that it could be constructed in three months if a suf ficiently high priority is given the project to secure the necessary manpower. This would leave enough time to fractionate the 1,000 gallons of Aroclor 1130 to remove the 4,4' isomer which we should have by the end of 1970. If both the necessary capital and manpower can be secured we should proceed with this alternative. If either are not available, we will have to do this job at Dayton. Building the column here will mean that it will be available for other projects such as preparation of raw material for Therminol 77 requiring an efficient still of moderate capacity. If we are to install a new medium capacity high efficiency still and fractionate the required amount of Aroclor 1130 before the end of December, we must make a prompt decision to do so. We should have approval to place orders for required equipment before the final estimate is available. Equally important we must have agreement from the plant that the necessary manpower of all categories will be available on a prompt and timely basis.
