Wendel, we are giving you background information on the asbestos story in Southern California. The problem started with issuance of the June 8, 1970 directive from the Division of Industrial Safety, copy enclosed. Three jobs in Southern California have been officially stopped, copies of the stop orders and corrective requirements are enclosed. The job locations are: 1. Veterans Administration Hospital, La Jolla 2. Treasury Store, Long Beach 3. Brookshire Medical Center, Downey In the case of the Veterans Administration Hospital job and the Treasury Store, work has resumed and the only exception to the required corrective measures is that a fresh air supply is not required. The applicator is wearing a Bureau of Mines type respirator. In recent conversation with Mr. Pickthall, who -is our Northern California District Manager, he indicates that Mr. Farmer is not making any apparent distinction between the sprayed asbestos type of fireproofing and the cementitious type of fireproofing (Mono-Note). In Northern California verbal corrective measures were given on the P.G. i E. Office building. Apparently, a fiber job at Hayward State College was stopped until some corrective measures were made. In Southern California the only fiber job that we are aware of that required additional protection is the Bank of America-Richfield project in which additional protective tarpaulins were required. Mr. Farmer indicated no change in the June 8th standards were contemplated and he turned down Mr. Pickthall* s request for a joint meeting between Mr. Pickthall, Mr. Farmer and Mr. Cooper (who is running another test on MonoXote Fireproofing). A Mr. Clay Johnston, the executive secretary of the California Plastering Contractors Association, is pursuing the question of additional require ments for safety with the local Southern California office of the State Division of Industrial Safety. Enclosed also is a report from the July 2nd issue of Engineering News Record indicating the California State's stand on asbestos fiber. Regard less of the article's wording as concerning asbestos, we are considered an equal product. Mr. Farmer's address is Division of Industrial Safety, 455 Golden Gate Avenue, San Francisco. For uniformity In applying standards to correct this hazard In our safety surveys whero we contact an asbostos Sproy operation, tho following guidelines shall ba applied: 1 1. An affoctlvo moans to enclose areas whora asbostos Is being sprayed shall bo provided. 4 2. All ttorkors In tho onclosad area shall bo provided with and use frosh-olr-supplled hoods In asbostos contaminated areas, .v, 3. Material containing asbostos which foils to tho floor or accumulates on other surfacos oust be cloansd up as the Job progresses. This Is bast accomplished by hooping floors wet and handling only wet material. After It has been iiiovoicd up. floors oust bo washed and scrubbed using lots of water.
