Delaware Trust Building Wilmington, Delaware 19899 Dear Bob: I would imagine that some members of our Committee~-those who receive Food Chemical News, in particular-~wi11 have noted the report in the publi cation about the paper Bill Randolph of FDA's Petitions Control Branch, gave last week at a World Health Organization/Pan American Health Organization Seminar in Managua, Nicaragua. As you know so well, Bill had told the two of us about the paper while he was obtaining clearance for its presentation from his superiors at FDA, and prior to the time when it was given. This morning I was able to obtain a copy of the paper from 3ill and we have now reproduced the presentation with his permission. I feel quite sure that ail of the members of our Committee will find much of the information in the paper of general interest. I might note, in passing, that while there is perhaps nothing truly 'new" in what Bill reported to the Latin American group that attended the meeting, he has done an excellent ]ob of summarizing some of the history of the Food Additives Amendment and its application to plastic materials. We were parti cularly pleased to note his reaffirmation of the prior sanctioned status of many of the basic polymers since, believe it or not, we continue to get questions from various parties about the basic regulatory posture of such polymers as polyvinyl chloride. Perhaps having Mr. Randolph's presentation for a good reference point will help the members of our Committee to answer some of the questions they receive from their customers.
