C-B Hiromatsu-san, I would be very pleased to provide to you any information I have concerning C-8 sampling & analysis I'm not familiar with the document you referenced (l.e., PM-w-350), but would be very happy to send you a "Quality Assurance Project Plan"that we recently developed to support our Washington Works program, its a very comprehensive document that covers all applicable project protocols/methodologies related to c-8 field sampling and laboratory analysis. TWF022414 EID514528 we are currently using a single laboratory, Exygen inc. (State college, PA.) to conduct analysis of aqueous samples using Liquid Chromatography/Tandem Mass spec. (LC/ms/ms). this is a state of the art method that achieves extremely accurate results, with Method Detection Limit of .01 ug/L and Practical Quantitation Limit of .05 ug/L. We are currently trying to bring another lab (i.e., Severn Trent-Denver, CO) online for an additional option. Historically, we have used laboratories that have analyzed samples using more conventional GC/ECD methods, however the accuracy achieved was below that typically expected by our regulatory agencies for environmental samples, we have strictly been using lc/ms/ms since October 2001. . if you would like a copy of the qapp, please reply with your mailing address and i'll ship you a copy immedietaly. Hartten-san, We normally do not measure the C-8 level like WW. We have a report titled " Apparatus and procedures for sampling C-8 streams for the determination of c-8", number p p -w-350. is this enough procedure to get reliable data? is this method to get very low c-8 level such as 1 ppb? . Rurak-san said there are only one or two labs which can do the test, is it possible to ask outside company (subsidiary of Mitsui chemical) to test the c-8? if so, we could get a result faster than those busy labs. I do have a couple of things for you to consider on each element of the plan. 1. will you please let Diane Shomper review your prepared statements once you have prepared the first drafts. She has lots of experience with these and can help you get past some potentially troublesome areas. By discussing with her, she can also get a better understanding of issues in Japan that may be different from Issues in the US. Please also keep me copied on these discussions and drafts. 2a. Before you start taking samples, please make sure you are using the established protocols for sampling and procedures for testing the samples, we have done a lot of work in this area to assure accuracy and It is very important that we use the same protocols and procedures. Without doing so, the reliability of the data will be compromised. 2b. we may need to schedule the timing for your testing. There are only one or two labs with the testing procedures and capability. These labs are currently consumed with the activities around Washington works. Right now Dordrecht and Shimizu have been put on hold, but we do want to understand the situation at both sites as soon as reasonably possible. Andrew Hartten can help you with 2a and 2b. Again, please copy me on these discussions. 3. Your efforts to develop the entire plan for reduction of APFO emissions is the right thing to do. Please make sure you continue to work with Ta-Wei and Trini to make sure you have a complete package and make sure it is consistent with our most recently developed technology. There may be a need to slightly delay installation due to current development tests that are underway (similar to what we have been doing between the three sites as we have been developing technology), but we are still committed to driving APFO emissions to zero globally. But we are taking following actions and preparations internally assuming future reaction by communities, media and etc. ' 1. We will prepare a MDF statement to outside people on this issue based on your Q and A on your website www.C-8inform.com. and the statement at WW to employee and their family. We will not refer to this Issue to outside people till someone would ask this issue to us. 2. we will check c-8 contamination level at some specified places inside and outsite the Shimizu Works, the wells In the site, waste vrater to outside, sea water near the site, some fishes in the sea. 3. We will develop the futher facility plan for reducing c-8 emission from waster effluent and scrubber off gas and c-8 emission reduction program by the end o f 3Q.
