Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected Motel 6 114 River Point Parkway Canton, Georgia 30114 Inspection Date: December 14, 2022 Facility Programmatic ID 0400000013057EPA23 LAT: 34.2585 LON: -84.4624 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on December 14, 2022, at Motel 6 located at 114 River Point Parkway in Canton, Georgia 30114 (the facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility is a motel. The inspector discovered that renovations were or had been occurring at the facility through research on the internet and local newspaper articles. Renovations had been completed at the time of this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activity conducted at the facility. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; demolition and/or renovation/abatement notices sent to the State; and other relevant information concerning renovation/demolition activities at regulated facilities. This inspection was conducted based on the aforementioned relevant information concerning renovation activity at the facility. Facility Information The facility is a motel. Inspection Inspection The EPA inspector met with Leanna Butler, the guest service representative attending the motel front desk, upon arrival at the facility. The inspector presented her inspector credentials and explained that EPA was CAA Asbestos Inspection Report: Inspection Date: Motel 6 114 River Point Parkway Canton, GA 30114 12/14/2022 Page 1 of 2 conducting the routine oversight inspection of the aforementioned renovation activity for compliance with the Asbestos NESHAP. Leanna Butler explained that the facility manager, Destiny Ray, was not present at the facility. Leanna Butler provided Destiny Ray's contact information to the EPA inspector. Leanna Butler stated that renovations to the facility included the replacement of the flooring in the guest rooms. This flooring replacement occurred from approximately June of 2022 through September or October of 2022. Leanna Butler did not know if an asbestos inspection was conducted prior to the renovations. Leanna Butler believed that Richard Hightower was the contractor responsible for conducting the renovations. On January 9, 2023, the EPA inspector contacted the City of Canton Building and Safety Services Department regarding the renovations to the facility. No permits were taken out for the renovations discussed in this report. Such department explained that permits were not customarily taken out for flooring replacements. Also on January 9, 2023, the EPA inspector contacted Destiny Ray. Destiny Ray provided 1-888-724-9237 as the contact number for the facility owner, IPI Hotels. Destiny Ray said that Alex was the Vice-President for IPI Hotels, but Alex's last name or contact information was unknown. Destiny Ray also said that Richard Hightower was the foreman for the contractor performing the renovations, but Destiny Ray did not know for which contractor Richard Hightower worked. Renovation activity was not occurring at the facility at the time of this inspection. Conclusion The inspector will follow up with the owners/operators of the facility and the renovation activity, as deemed appropriate, to obtain information and necessary paperwork related to this renovation activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, renovation notifications, and waste shipment records for the facility.
